The Grand Départ of the 108th edition of the Tour de France

The Grand Départ depart is like a good old game of musical chairs:

The Tour would start in Copenhagen. But the European Championship 2020 has been moved to Copenhagen in 2021 as one of the host cities. And because the Olympic Games have also been moved to 2021, the Tour will start a week earlier. This created the scenario that the Grand depart and a European Championship match would both take place at the same place at the end of June. That was not an option. So the Grand Depart is not in Denmark but in Brest, Brittany. Which rider will benefit from this shuffle and take the last seat and win?
